APRIL 2012
NEWS FROM THE ZEMA OFFICE
March 2012 marked a momentous occasion at Zimbali Coastal Resort, with the successful EGM on 9th March 2012. The outcome of the resolution passed at the EGM means that ZEMA’s Memorandum of Incorporation has been amended to reduce the number of Directors from 10 Directors (5 Residential / 5 Hotel) to 7 Directors (5 Residential / 2 Hotel), which will come into effect from the AGM in May 2012.
It was clear from the mood and the various discussions that followed the EGM, that Members were very positive about the future of ZEMA. We certainly look forward to working within a harmonious environment with the success and the prosperous future of Zimbali Coastal Resort being first and foremost. It is interesting to note that the entire meeting never exceeded 13 minutes! This is a record for any formal meeting held at the Zimbali Coastal Resort.
Any Members who have any queries with regards to the above, are welcome to give Shantelle Walters a call on (032) 538-4300.
As we head into the Easter Holidays, may we be reminded of the true reason behind Easter, and may we all enjoy this time with our families and friends. ZEMA wishes all our Members, Guests and Visitors a blessed and happy Easter.
For those Members who will be celebrating Pesach during April. Chag Sameach!
ZEMA OPERATIONS (Fanie Mulder,ZEMA Operations Manager)
Recycling
During recent surveys ZEMA established that certain Members place their recycling bags out after the actual collection time. Members are reminded that the orange recycling bags must be placed on the verge outside their premises not later than 07h00 on Wednesdays. We would like to refer Members to page 031 of The Lifestyle Guide. ZEMA would also like to remind Members that boxes placed on the verge for collection must be flattened, as the collection staff will not collect boxes not flattened.
Household and Garden Waste
Members are reminded that the black household waste bags must be placed on the verge outside their premises not later than 07h00 on Tuesdays and Thursdays. The bags must be placed inside the green “OTTO” bins as described in The Lifestyle Guide page 031. Garden refuse must also be placed on the verge on Tuesday mornings. Members are reminded that only garden refuse inside the white bags will be collected. If you have excess garden refuse, it is the responsibility of the Member to arrange for a contractor to remove such refuse immediately. For Members who are not able to put all refuse inside the “OTTO” bin, please ensure additional units are purchased.

Bushbuck Removal
Shemungwe Game Capture successfully removed another 30 bushbuck from Zimbali. The buck were relocated to different game farms within South Africa. During the capturing programme, three buck were seen with injuries which may have been caused by speeding vehicles. One of the buck had to be put down as the injury was already infected and the Vet, who forms part of the capturing team, recommended that the buck be euthanized. We once again kindly appeal to all drivers to maintain the speed limits and keep a close watch for wandering buck.
As graphic as this photo may be, it is regrettable that we have to regularly deal with this unfortunate sight due to speeding vehicles
Bushbuck Count
ZEMA has scheduled an autumn buck count during April 2012 and Members are invited to participate in this count. It is a fun filled evening where Members and staff are allocated certain areas to assist in counting buck and also to record any other fauna they see. After the count everybody socialises and shares some interesting facts on what they experienced during this exercise.
The date of this count will be finalised by the time you receive this Bush Telegraph, and you can forward your contact details to Fanie Mulder at operations@zema.co.za to allow ZEMA to allocate you with you designated area.
ZEMA FINANCE (Sarika Somai, ZEMA Financial Manager)
Financial Report at 31 January 2012
2011 proved to be an outstanding year for ZEMA and its Members and we have no doubt that 2012 will be a year of continued growth. ZEMA would like to thank all those Members who have paid their levies in advance and those Members who pay timeously.
Items to note:
ZEMA was tasked to compile a standard sale agreement for planned unit developments, which the ZEMA Board of Directors ratified on 5th March 2012. All PUD sites will be required to use these agreements with immediate effect.
ZEMA has just completed a successful 2011 year-end audit conducted by Deloitte & Touche.
The 2012 financials YTD reflect a sound financial position for the Association, the relatively healthy state of the ZEMA purse also means that while other estates around South Africa flounder, we are able to commit in terms of capital improvements, enhancements and maintain our Estate to the 5 star quality Members would expect.
The balance sheet reflects current assets exceeding current liabilities in excess of R33 million, and it is to be noted that this excess is largely due to the cash funds on call.
Total Members funds/reserves amount to R46.4 million and are comprised as follows:
Investment in fixed assets and other investments |
R13.4 million |
Other receivables to be collected (Bad debts R2.2 million) including the provision for the developers levy |
R 3 million |
Cash on hand |
R40.5 million |
Less amounts due to creditors (includes R5 million levies received in advance) |
R10.5 million |
ZEMA has a net surplus before transfer to reserves and tax, excluding any non guaranteed income (interest and sundry income) in excess of R61,000 year to date, note that this figure excludes the interest earned on investments of R168,845.
The cash flow shows a positive cash flow of R5.1 million for 2012.
ZEMA has maintained and grown investments from R35.6 million in 2011 to R39.9 million in 2012 and interest of R168,845 was earned during the current financial period.
ZEMA has been able to secure interest rates of +-5.4% on the call investments. The investments are split between ABSA, Standard Bank, RMB, Nedbank and Liberty Life Capital Bond.

KSIA Report Back Zimbali
Report back to Zimbali Residents on Noise Control from King Shaka International Airport (KSIA).
Recently Corinne Botha (Zimbali Resident) started making enquiries as to what was happening regarding the noise from aircraft flying directly over Zimbali Golf Estate (ZGE) at very low altitudes and in contravention of guidelines for takeoff and approach to KSIA.
The local Ballito Representative on the KSIA panel did not appear to be too concerned and Corinne pursued her enquiries elsewhere. She came across a sympathetic ear in the form of Terry Bengis who is very active on the KSIA panel and he appeared to be fighting the cause for the whole of the Dolphin Coast. After chatting to him she was invited to attend last months (February 2012) Noise Control Meeting at KSIA. Corinne further solicited the assistance of Gavin Bissict (Zimbali Resident) who is a Captain with SAA and understands everything about aircraft and airports. Together they went to the meeting and voiced their opinions and objections. It was handy to have Gavin there as he was able to determine if what was being said was valid or not. The meeting was very successful and had all the right people there from KSIA, ACSA, AASA, ATC, Councillors and various residential / interested parties. Air corridors, glide angles, controlled descent / take-off, and clearance by visual approach were discussed. The discussion centred on the committee establishing guidelines for the airlines and captains to use to minimize the noise currently being experienced by the surrounding residential areas. A contractor to KSIA has been tasked with setting up noise measuring equipment in and around KSIA to be studied and reported on. He also gave a presentation on the build up to the establishment of KSIA and the impact studies, done originally. There were promises made to look further into the current situation.
Since that meeting, Gavin has spoken to the SAA Training and Standards Captain, who is responsible for providing all airlines in South Africa with guidelines of this nature. The delinquent airlines were mentioned to him by Gavin and he has agreed to talk to them in the meantime to reduce the problem immediately. It would appear that we cannot prevent an airline from calling in to the ATC tower and asking for a visual approach to KSIA, which if granted allows them to “cut the corner” and fly directly in over Zimbali. We are however working on the principle that at 8 nautical miles out, any aircraft has to be at a level of 2500 feet. This puts the aircraft well above any discomfort level both on approach or take-off.
There is no doubt that noise is a complex issue but if we establish the ground rules early on for KSIA and the surrounding residential areas, we will all be better off in the future. As more information becomes available it will be reported to the Zimbali Family.

ZEMA SECURITY (Shane Cox, ZEMA Security Manager)
In the fast lane – Speeding hazards
Speeding has always been a major concern on the Estate and one which requires our constant attention. Although we have previously done an article on Speeding, it is still a problem, which we will continue to focus on. Although “Speeding” is a highly debated topic, there is no debate that speeding kills.
There may be some people who dread driving on the Estate, they complain of the speed limit and our rules, but then there are those who understand why we have such a strict speeding policy on our roads. Let us investigate speeding and the very reason for our stance.
Law enforcement officer conducting speed timing
The call on our National roads not so long ago, was to reduce the speed limit on freeways from 120 km/hr to 100 km/hr. Although this was never implemented, it had people talking and may still return one day.
Just like the National roads we have accommodated everyone and issue warnings if you travel between 26-30 km/hr in a 25 km/hr zone and 41-45 km/hr in a 40 km/hr. Thereafter penalties are imposed according to the speed you are traveling.
Our current speed limit of 40 km/hr on Zimbali Drive only and 25 km/hr on all other roads comes into question. It may seem ridiculous to travel at 25 km/hr and 40 km/ hr, but we need to see why they would have come up with such a speed limit. I have personally seen the reason why and it made me see the light!
I had just started at Zimbali when I was called to attend to a bushbuck, which was escaping our Estate and was heading towards the M4 highway, should it not have been redirected back into the Estate. Our Security team immediately responded and we located the bushbuck outside the Estate’s main entrance.
We started the process of trying to get the bushbuck back into the Estate and it ran directly across the road and into a motor vehicle, which was hardly in motion. This was when I realized how fragile our wildlife actually is and there is a definite need for such stringent restrictions of speed on the Estate.
One of our many bushbuck on the Estate. This is one of our treasured wildlife who we protect daily.
As a child could easily run cross a road chasing a soccer ball, the bushbuck ran straight across the road and into the motor vehicle. Although shocked and dazed, both the bushbuck and driver were fortunately unharmed. This unfortunately is not always the case and often we have death, injury and damages to contend with.
We live amongst many wildlife who take chances everyday crossing our roads in the Estate and they deserve as much protection as everyone else. Like we would guard our children, we need to guard our wildlife.
Unlike most area’s, Zimbali Coastal Resort is unique, in that we are an Estate with amazing and valuable wildlife and we need to preserve and protect them at all times! My plea is to everyone who drives on the Estate to adhere to our speed limits, as they are there for a very important reason.
